Chief Investment Officer
Julio is a Congolese born who grew up and graduated from Kedge Business School in France before
having professional experiences in London, Paris and Dakar.
After having spent +5 years in consulting firms (E&Y and KPMG), Julio as an enthusiastic advocate of
startups and digital technology, wanted to put his expertise in creating value for startups in Africa and
has launched his own structure, Toumaï Capital, where he started investing in startups in different
countries such as Kiroo Games in Cameroon and Baziks in DR Congo.
Julio has joined Investisseurs et Partenaires to manage the program I&P Acceleration Technologies
where they have financed 6 companies in Côte d’Ivoire, Madagascar and Mali such as Sayna (EdTech),
Teliman (moto-taxi) or Legafrik (LegalTech). These early-stage technology ventures have seen their
value more than doubled. Since the beginning, Julio has advised several ecosystem stakeholders such
as SeedStars, AfricArena, Impact Hub, Suguba, ABAN, the DR Congo government and entrepreneurs
willing to fundraise.
Julio is also part of the launching investment board at SenStartup and a board member at GoDo Hub
Nigeria
